The government absorbs the difference between the 5% subsidised rate and market commercial rates — making it affordable for first-time homeowners who could not otherwise service a commercial mortgage.
The programme's 5-year target is 500,000 housing units, with a Year 1 target of 50,000 units backed by Rs 321 billion in financing. What Does the Scheme Finance?
The Wazir-e-Azam Apna Ghar Program covers three use cases:
1. Purchase of a flat. Up to 1,500 sq ft. The bank finances the purchase price minus your 10% down payment.
2. Purchase of a plot plus construction. You buy a plot (up to 10 marla) and build on it. The loan covers both the land purchase and construction costs combined.
3. Construction on a plot you already own. If you already have a plot in Karachi, the bank finances your construction costs against the value of the plot (as equity contribution) plus any additional down payment to reach the 10% equity requirement.

- First tranche on foundation completion (verified by bank's appointed valuer)
- Second tranche on grey structure / slab completion
- Third tranche on finishing-phase commencement
- Final disbursement on practical completion
What this means for selecting a contractor: The bank's valuer will inspect the site before each disbursement. A contractor who works without proper documentation — no scope of work, no progress reports, no contract — makes it harder for you to satisfy the bank's disbursement requirements. Common Questions About the Scheme
Can I use the Apna Ghar scheme if I am not an income tax filer?
Based on publicly available scheme documentation from SBP and participating banks, the scheme does not impose a filer-only restriction. Eligibility is based on CNIC/NICOP, first-time ownership status, income level, and PMT score — not tax filing status. This is different from FBR's property purchase restrictions, which bar non-filers from acquiring property.
Does my plot need to be in my name (registered) to qualify?
Yes. The bank will require documented evidence of your ownership — registry or allotment letter. Plots held informally (without proper documentation) cannot be used as the basis for a construction finance application.
Can I build a house that costs more than PKR 10 million using this scheme?
Yes. The scheme covers up to PKR 10 million. You can contribute additional personal savings or equity to build a more expensive house. Many families use the PKR 10 million loan to cover grey structure and core finishing, then complete premium finishes from personal funds later.
Is there a restriction on the location of the plot?
The scheme is explicitly national — covering all four provinces, Gilgit-Baltistan, and AJK. There is no geographic restriction that would exclude any Karachi locality.
Can I build a plot in DHA Karachi using this scheme?
Yes, as long as the plot is registered in your name, you meet the eligibility criteria, and the plot is up to 10 marla. Note that DHA construction requires DHA Town Planning approval before any construction begins — this is separate from the bank's financing process and is handled independently.
What happens to my loan interest rate after Year 10?
