If your plot sits in Askari, Malir Cantonment, Faisal Cantonment, Korangi Creek or Clifton Cantonment, the Sindh Building Control Authority is not your approving body. It never has been. Our Askari and cantonment areas page covers what that means for process, security clearance and cost. This guide covers the part that page deliberately leaves general: what the actual bye-law numbers say, and how they compare to the SBCA figures most of Karachi builds under.
Six Boards, Not One Rulebook
Karachi has six cantonment jurisdictions, each administered by its own board under the Cantonments Act, 1924, and its own local building bye-laws: Karachi Cantonment, Clifton Cantonment, Faisal Cantonment, Malir Cantonment, Korangi Creek Cantonment and Manora Cantonment. A unified set of Cantonment Building Bye-Laws was also issued for the Karachi region in 2019, covering permit procedures, professional registration, dangerous buildings, fire precautions and construction standards common to all six boards. Individual boards, such as Clifton Cantonment Board under its 2007 bye-laws, additionally hold their own detailed dimensional standards.
The practical result is that "cantonment rules" is not one number set you can quote generally. What follows uses the Cantonment Board Clifton, Karachi Building Bye-laws, 2007, as a documented, citable example of how a cantonment bye-law actually specifies these figures, because it is the one we can point to with real clause numbers. Malir Cantonment, Faisal Cantonment and Korangi Creek Cantonment Boards administer structurally similar but separately numbered bye-laws, and the specific figures for your board should be confirmed directly before drawings are finalised.
Height Standards: A Real Example From an Official Bye-Law
Under Bye-law 22 of the Cantonment Board Clifton, Karachi Building Bye-laws, 2007, residential buildings observe these clear-height standards:
| Element | Maximum | Minimum |
|---|---|---|
| Plinth level (subject to plot contour) | 4.5 ft | 2 ft |
| Parapet wall | 4 ft | 3 ft |
| Ground floor | 12 ft | 9.5 ft |
| First floor | 10.5 ft | 9.5 ft |
| Stair tower above first floor | — | 8 ft |
| Total building height including stair tower, above plinth | 33 ft | — |
| Boundary wall from crown of road | 8 ft | 6 ft |
| Basement clear height | — | 8 ft |
Compare that 33 ft overall height cap to SBCA's approach, which controls height indirectly through footprint, FAR and floor count rather than a single fixed ceiling in the residential bulk standards. This is the difference that matters most for anyone assuming their cantonment plot will behave like an equivalent SBCA plot: it generally will not, and the ceiling tends to be tighter.
Footprint, FAR and Setbacks
Bye-law 24 of the same document sets flat-site standards at 40% footprint and a FAR of 1:2.75, with a uniform 20 ft minimum compulsory open space on the front, sides and rear. That is a materially different shape from the SBCA residential table, where footprint runs as high as 85% on small plots and setbacks below 200 sq yd can be as low as zero on the front and side. Our SBCA setback and FAR table sets out those SBCA figures in full for direct comparison.
Bye-law 23 adds general conditions that have no direct SBCA equivalent in the same form:
- Sub-division of plots under 800 sq yd is prohibited, and any sub-divided plot must not be smaller than 400 sq yd.
- Underground water tanks and septic tanks must sit at least 3 ft from boundary walls, except the roadside boundary.
- Basements are exempt from FAR but capped at the ground floor's approved footprint, and require an indemnity bond from the owner before the building plan is approved, covering any damage to neighbouring property during excavation.
- Minimum car porch size is 10 ft by 14 ft.
- Overhead water tanks, underground water tanks, guard rooms and stair towers up to 7 ft are exempted from penalty at completion-plan or occupancy-certificate stage, provided they fall within the described limits.
None of these are things a generic "cantonment rules apply, confirm with the board" caution tells you. They are the kind of clause that gets missed by a design team used to SBCA's format and applying the same assumptions inside a cantonment boundary.
What a Cantonment Approval Actually Costs You in Time
The bye-law numbers are only half the difference. The process around them changes too:
A different file, a different office. Applications go to the Cantonment Executive Officer of the relevant board, not to an SBCA zonal office, using that board's own forms and fee schedule.
Registered professionals still required. As under SBCA, drawings must come from an architect and structural engineer with current professional registration; a lapsed certificate is rejected the same way it would be at SBCA.
Tenure conditions layered on top of the bye-law. Cantonment land is frequently held on lease rather than freehold, and the lease terms can restrict additions, subdivision or change of use independently of what the bye-law itself would otherwise permit. Read the lease before the bye-law, because it can end a design decision before the bye-law is even consulted.
Security-cleared site access, with no SBCA equivalent, covered in detail on our Askari and cantonment areas page.
A completion certificate is still the document that matters at sale. As with SBCA, a cantonment-approved building without a completion certificate is difficult to sell or mortgage cleanly.
Why This Trips Up Contractors Without Cantonment Experience
We have taken over projects mid-build where a contractor experienced only in SBCA zones applied SBCA-shaped assumptions inside a cantonment boundary and got the footprint or height wrong. The regulations look similar in structure, plan sanction, setbacks, FAR, completion certificate, which is exactly what makes the difference in the numbers dangerous. A design team that has never priced Bye-law 23's basement indemnity bond into a schedule, or never checked whether a plot's lease permits the subdivision the client wants, learns that gap on the client's file rather than in advance. Working across both SBCA zones and cantonment jurisdictions since 1972 is what lets us catch this before drawings are finalised rather than after an objection comes back, and it is part of what our construction contractor service verifies before a design is locked.
Frequently Asked Questions
Does SBCA have any authority over cantonment areas in Karachi? No. Askari, Malir Cantonment, Faisal Cantonment, Korangi Creek Cantonment, Clifton Cantonment and Manora Cantonment are each administered by their own Cantonment Board under the Cantonments Act, 1924, with their own building bye-laws. SBCA's jurisdiction does not extend into these areas.
What is the maximum building height under Clifton Cantonment Board's bye-laws? 33 ft including the stair tower, measured above plinth level, under Bye-law 22 of the Cantonment Board Clifton, Karachi Building Bye-laws, 2007. Ground floor clear height is capped at 12 ft and first floor at 10.5 ft.
Can I subdivide a cantonment plot in Karachi? Under Clifton Cantonment Board's bye-laws, subdivision is prohibited for plots under 800 sq yd, and any subdivided plot cannot be smaller than 400 sq yd. Confirm the equivalent provision with your specific board, as this varies by cantonment.
Do I need an indemnity bond to build a basement in a cantonment area? Under Clifton Cantonment Board's bye-laws, yes. An indemnity bond covering potential damage to neighbouring property is required from the owner before the building plan is approved for a basement, and basement area is exempt from FAR but capped at the ground floor's approved footprint.
Are the figures in this guide the same for every cantonment board in Karachi? No. These figures are documented for Clifton Cantonment Board under its 2007 bye-laws as a citable example. Malir Cantonment, Faisal Cantonment and Korangi Creek Cantonment Boards administer their own, separately numbered bye-laws that are structurally similar but not identical. Confirm the specific figures for your board before finalising drawings.
Is the approval timeline different in a cantonment area? Budget a similar order of time to an SBCA submission, roughly six to ten weeks for a complete and correctly prepared file, with any round of objections restarting the clock. Boards administer smaller, more defined areas than SBCA zones, which tends to make the process more predictable once tenure documentation is clean.
Does my cantonment lease affect what I can build, separately from the bye-laws? Often, yes. Where cantonment property is held on lease, the lease conditions can independently restrict extensions, additional floors, subdivision or change of use, regardless of what the bye-law would otherwise allow. Read the lease before planning any addition.
