If you are building a house in Karachi, you almost certainly do not need an environmental NOC for construction. If you are building an apartment block, a commercial building, a hospital, a school, a marriage hall or anything on a notified high-density corridor, you very possibly do, and it is a separate approval from the Sindh Environmental Protection Agency (SEPA) that SBCA plan sanction does not replace.
Most guides on this topic still quote the 2014 SEPA regulations. Those were repealed. The rules in force are the Sindh Environmental Protection Agency (Environmental Assessment) Regulations, 2021, Notification No. EPA/TECH/739/2021, dated 3 September 2021. Regulation 22 of the 2021 Regulations repeals the 2014 version outright. The figures below come from the 2021 text.
The Short Answer: Who Needs an Environmental NOC
| Project | SEPA Filing Required | Review Target |
|---|---|---|
| Residential or commercial building, under 60,000 sq ft covered | None, unless SEPA directs otherwise or the site is in a high-density zone | Not applicable |
| Residential or commercial building, 60,000 to 100,000 sq ft covered | Environmental Checklist (Schedule-I) | 15 days |
| Multi-storey building, over 100,000 up to 500,000 sq ft covered | Initial Environmental Examination, IEE (Schedule-II) | 30 days |
| High-rise building, over 500,000 sq ft covered | Environmental Impact Assessment, EIA (Schedule-III) | 60 days |
| Any project in a notified High Density Zone | EIA, irrespective of size (Schedule-III) | 60 days |
| Hospital over 50 beds, laboratory, educational institution | IEE (Schedule-II) | 30 days |
| Marriage hall, banquet or restaurant over 500 sq yd | Environmental Checklist (Schedule-I) | 15 days |
The review targets come from Regulation 12, which says the Agency "shall make every effort" to conclude a checklist review within fifteen days, an IEE within thirty days and an EIA within sixty days "after receiving of complete case." That last phrase does the heavy lifting. The clock starts when SEPA accepts your file as complete, not when you first submit it.
Why a Normal House Falls Far Below the Threshold
The lowest trigger in the 2021 Regulations is 60,000 sq ft of total covered area. That is roughly 6,700 sq yd of floor space across all storeys.
Compare that with the SBCA residential table. A 1,000 sq yd plot at its maximum FAR of 1:1 allows about 1,000 sq yd of covered area, around 9,000 sq ft. Our SBCA setback and FAR guide sets out those figures plot by plot. Even the largest standard bungalow sits at roughly a sixth of the lowest SEPA trigger. A 120, 240 or 500 sq yd house is nowhere close.
So for a private house, the environmental question is not a filing. It is site practice: dust, debris disposal, curing water and noise, which SBCA and the local municipal body regulate through their own conditions.
When an Apartment or Commercial Project Crosses the Line
Covered area accumulates fast on multi-storey work. Every floor, the basement, parking levels and service floors all count toward total covered area. A mid-sized apartment block or a retail-and-office podium can cross 60,000 sq ft well before it looks like a "high-rise" to anyone walking past.
Three categories catch owners who assumed they were exempt:
The High Density Zone rule. Schedule-III, item I-3, requires a full EIA for "all projects located in High Density Zones notified by Government and relevant land controlling organization, irrespective of their size." On a notified high-density corridor, a building far below 500,000 sq ft can still need the most demanding level of review. Confirm your plot's zoning status before you assume the size thresholds apply.
Institutional and public-use buildings. Hospitals and health units over 50 beds, laboratories and the "construction of Educational and Academic institutions" all sit in Schedule-II as IEE projects. A private school building is an IEE project whatever its covered area.
Event and food premises. Marriage halls, banquets, restaurants and baking facilities over 500 sq yd need an Environmental Checklist under Schedule-I. That threshold is low enough to catch many commercial conversions.
Regulation 6 adds a catch-all. A project outside all three schedules needs nothing by default, but SEPA "may direct the proponent of a project, whether or not listed," to file a checklist, IEE or EIA, on the written recommendation of its Advisory Committee.
What the Environmental Review Costs
Review fees are set in Schedule-IV of the 2021 Regulations and scale with project cost. They are paid into the Sindh Sustainable Development Fund at the time of submission and are non-refundable.
| Project Cost (PKR) | IEE / EIA Review Fee (PKR) |
|---|---|
| Up to 20 million | 50,000 |
| Above 20 million up to 100 million | 100,000 |
| Above 100 million up to 200 million | 200,000 |
| Above 200 million up to 500 million | 400,000 |
| Above 500 million | 600,000 |
| Environmental Checklist or EMP (flat) | 40,000 |
On a PKR 150 million apartment project that falls in the IEE bracket, the review fee is PKR 200,000. The fee is the small part of the cost. The real spend is the report itself, which must be prepared by an environmental consulting firm registered with SEPA, and the time the file takes to clear.
When we scope a commercial construction project or an apartment building, we check the SEPA category at feasibility, alongside FAR and height. The category decides whether the approval track adds two weeks or more than two months, and that belongs in the programme and the quotation from day one. We hold our quotation once it is signed, so we would rather price approvals honestly at the start than pass on a surprise later.
Section 17(1) of the Sindh Environmental Protection Act, 2014, provides that no proponent of a project shall commence construction or operation unless an IEE or EIA has been filed with the Agency and approved.
The Process, Step by Step
- Screen the project. Total covered area, use, bed count or plot area, and zoning status place the project in Schedule-I, II, III or none.
- Appoint a registered consultant. Reports are prepared by an environmental consulting firm registered with SEPA, following any Agency guidelines under Regulation 20.
- File with the application and fee. The report goes in with the Schedule-V application form and the receipt for the Schedule-IV fee. Incomplete files are returned under Regulation 10.
- Public hearing, for an EIA. SEPA publishes a notice, and the hearing date cannot be earlier than ten days after publication. Video of the hearing must be submitted within three days of it.
- Decision and conditions. Approval comes with conditions. Before operation starts, the proponent signs an undertaking in the Schedule-VIII form confirming the conditions were met.
- Keep it valid. Approval is valid for three years to commence construction. If construction starts within that window, validity extends for a further three years.
Plan an extra 15 to 20 days on top of any official review target. We apply that buffer to every approval and every construction phase in Karachi, because regulatory timelines here run longer than the regulation says.
What Happens If You Skip It
SEPA has used these powers against Karachi construction. In December 2019 it directed a developer to halt a high-rise in Bath Island, Clifton, citing Section 17 of the 2014 Act after the developer started without approval and missed a one-month deadline to obtain it (Zameen News, 2 December 2019). The Sindh Environmental Protection Tribunal has also directed SEPA to tell SBCA not to approve high-rise projects without SEPA's IEE or EIA approval (Pakistan Press Foundation).
Under Regulation 17, SEPA can cancel an approval where conditions are breached, and the proponent "shall cease construction or operation of the project forthwith." On a multi-storey site with a labour force and a concrete programme running, a stop order costs far more than the review ever would.
Scrutiny of Karachi approvals is also rising. The Auditor General's report on SBCA for 2024-25 found plan approvals taking more than four times as long as in 2019, and high-rise permits issued without mandatory sale and advertisement NOCs (ARY News, 31 October 2026). Missing clearances are now more likely to be found, not less.
Frequently Asked Questions
Do I need an environmental NOC to build a house in Karachi? In almost every case, no. The lowest trigger under the Sindh EPA (Environmental Assessment) Regulations, 2021, is 60,000 sq ft of total covered area, and even a 1,000 sq yd bungalow built to its full FAR is around 9,000 sq ft. The exception is a site in a notified High Density Zone, where Schedule-III applies regardless of size.
Are the 2014 SEPA IEE and EIA regulations still in force? No. Regulation 22 of the Sindh Environmental Protection Agency (Environmental Assessment) Regulations, 2021, notified on 3 September 2021, repealed the 2014 regulations. Orders and actions already taken under the 2014 version stay in force until amended.
What size of building needs an IEE in Sindh? Residential and commercial multi-storey buildings with covered area over 100,000 sq ft up to 500,000 sq ft need an IEE under Schedule-II. Buildings of 60,000 to 100,000 sq ft need the lighter Environmental Checklist, and those over 500,000 sq ft need a full EIA.
How much is the Sindh EPA review fee for a building project? Under Schedule-IV, the IEE or EIA review fee ranges from PKR 50,000 for projects up to PKR 20 million to PKR 600,000 for projects above PKR 500 million. An Environmental Checklist carries a flat PKR 40,000 fee.
How long does SEPA take to approve an IEE or EIA? Regulation 12 sets targets of 15 days for a checklist, 30 days for an IEE and 60 days for an EIA, counted from when SEPA receives a complete case. An EIA also needs a public hearing with at least ten days' notice, so plan for longer.
Does SBCA approval cover environmental clearance? No. SBCA sanctions the building plan under the Karachi Building and Town Planning Regulations. Section 17 of the Sindh Environmental Protection Act, 2014, is a separate requirement, and the Environmental Protection Tribunal has directed that high-rises should not be approved without SEPA clearance.
How long is a SEPA approval valid? Three years to commence construction under Regulation 15. If construction starts within that period, validity extends for a further three years, and extensions can be sought where the project has not changed significantly.
Get the Approval Track Right Before You Design
Naffees & Sons has taken Karachi projects through building control since 1972. On multi-storey and commercial work, we confirm the SEPA category, the CAA height position and the fire safety requirements at feasibility, so every approval runs in parallel rather than in a queue.
