The occupancy and completion certificate is the SBCA document that proves your finished building in Karachi matches its sanctioned plan. It is also the one most owners skip. The building is up, the family has moved in, and the certificate feels like paperwork. It stops feeling like paperwork when a buyer's lawyer, a bank or an heir asks for it.
The law is not ambiguous. Section 6(2) of the Sindh Building Control Ordinance, 1979, makes an occupancy certificate a precondition for occupying any premises in a building. In 2004, the Sindh High Court held that this provision is mandatory, not directory, and that a buyer cannot acquire ownership of a flat, office or shop from a builder without one (Dawn, 20 August 2004).
Completion Certificate vs Occupancy Certificate
The two terms are used interchangeably in Karachi, and the regulations often write them together as "Occupancy/Completion Certificate." They come from the same filing.
The completion plan. Regulation 2-36 of the Karachi Building and Town Planning Regulations, 2002 (KB&TPR), defines it as "an as built plan submitted to the Authority for the purposes of obtaining approval and occupancy certificate."
The certificate. After inspection, SBCA issues the completion or occupancy certificate. It confirms the as-built structure conforms to the sanctioned plan, or to an approved revision of it.
In practice, a homeowner usually says "completion certificate," and a flat buyer says "occupancy certificate." Both are asking for the same proof.
The Process, Step by Step
SBCA's own public guidance sets the starting point. Every person who completes approved building works "shall within one month of completion" submit a Notice of Completion / Occupancy on prescribed Form ZP-07, "duly signed by the relevant professional" (SBCA brochure).
| Step | What Happens | Who Does It |
|---|---|---|
| 1. Stage records during construction | Building line verification (Category II, III, IV) and floor certificates on Form ZP-5 after each slab (Category III, IV) | Owner and licensed professional |
| 2. Prepare the completion plan | As-built drawings showing what was actually built | Architect or building planner |
| 3. File Form ZP-07 | Notice of Completion / Occupancy, within one month of completion, signed by the professional | Owner through licensed professional |
| 4. SBCA inspection | Officials inspect the site to verify the building against the sanctioned plan | SBCA |
| 5. Certificate issued | Completion or occupancy certificate | SBCA |
For Category I buildings, such as houses under 400 sq yd, SBCA's single-window system set the completion stage at about 30 days from the final inspection, as part of cutting the full permit process from 18 steps to 6 (Zameen, November 2019). That is the published figure, not a guarantee. The Auditor General's report for 2024-25 found plan approvals taking more than four times as long as in 2019 (ARY News, 31 October 2026). We add a 15 to 20 day buffer to every SBCA stage for that reason.
We have not found a current published fee for the completion or occupancy certificate that we can verify. Confirm it with SBCA at filing.
Floor Certificates: The Step That Stops Sites
For larger buildings, the completion certificate depends on records kept during construction. Under Regulation 3-2.11, as amended in 2005, Category III and IV buildings need a floor certificate on Form ZP-5 after the slab of each floor is cast. It certifies that the building lines and structural members on that floor conform to the approved design.
The consequence is written into the regulation: if the owner or professional fails to submit the floor certificate, "the authority shall stop further construction work." A missed floor certificate on floor three can halt a site in the middle of a concrete programme. On our multi-storey projects, the ZP-5 is filed with each slab, the same way a pour register is kept.
What SBCA Checks at Completion
The inspection compares the building with the sanctioned plan. The common problems we see at this stage are the predictable ones:
- Extra covered area. A room built over a car porch, an enclosed balcony, or a mumty that grew into a room
- An unsanctioned floor. The most serious issue, and often not regularisable where it breaks FAR. Our guide on how many floors you can legally build sets out the limits
- Setback encroachment. Construction into compulsory open space
- Changed use. A basement or parking area converted to shops, the exact issue in the 2004 Trade Tower case
Private houses get some flexibility. Regulation 3-2.4 allows deviations from the approved plan during construction in private residential buildings, if they do not violate the regulations. These are "regularized on completion of the construction on payment of the requisite composition fee." Structural and external envelope changes still need a revised plan first.
Public sale buildings do not. Under Regulation 3-2.5, flats and shops built for sale cannot deviate in internal layout during construction. Any structural or envelope change needs a revised plan before work proceeds.
Provisional Occupancy Certificates for Apartments
Flat buyers often hear that a building has a "provisional" certificate. That is a real category, but a narrow one.
Under Regulation 3-2.15.2, as amended in 2005, the provisional certificate applies to public sale buildings. It covers cases where the building is complete in every respect but utility agencies have not connected services, despite the developer or owner paying the utility estimate. In that case, "the completion plan / provisional occupancy certificate shall be issued." The provisional certificate "will automatically be deemed final, as soon as the connection of utilities by utility agencies have been provided."
Under KB&TPR Regulation 3-2.15.2, a provisional occupancy certificate is deemed final automatically once utility agencies connect services to the completed building.
A provisional certificate is not a certificate for an incomplete building. If a developer offers one on a building with unfinished floors or pending structural work, ask exactly which clause it was issued under.
Why It Matters: Sale, Mortgage, Inheritance and Additions
Sale. Buyers' lawyers ask for the sanctioned plan and the completion certificate as a matter of routine. Their absence either kills a transaction or takes a meaningful amount off the price.
Mortgage. A bank will hesitate to lend against a building with no completion certificate, because it cannot confirm the structure is legal.
Developer obligations. Under the KB&TPR, developers' security deposits are refunded only after the completion plan is approved, the occupancy certificate obtained and the maintenance period expired. The certificate is the trigger that closes the project.
Future additions. This one surprises most owners. Regulation 2-2 defines an "addition" as a structure added to a building constructed under the regulations "after obtaining the Occupancy Certificate of the building/structure being added to." If you plan a second floor in ten years, the certificate you skip today is the one you will need first.
How We Handle Completion on Our Projects
On our builds, the completion certificate is part of the contract, not an afterthought for the owner to chase. We keep the stage records as we go, building line verification, floor certificates and the as-built drawings. We build only what was sanctioned, and we file the ZP-07 through the licensed professional within the one-month window. The client gets one point of contact and a finished building with its paperwork closed.
Our turnkey construction service and construction contractor service both include completion certification in the scope and the quotation. That matters when you compare quotes. A lower price that leaves the certificate to you is not a like-for-like price.
On commercial and multi-storey buildings, the completion stage also depends on fire systems being installed and working. Our fire safety NOC guide covers what has to be in place.
Frequently Asked Questions
What is an occupancy completion certificate in Karachi? It is the certificate SBCA issues after inspecting a finished building against its sanctioned plan. It confirms the building was built as approved. Section 6(2) of the Sindh Building Control Ordinance, 1979, makes an occupancy certificate a precondition for occupying premises.
How long does it take to get a completion certificate from SBCA? For Category I houses, SBCA's single-window process set the completion stage at about 30 days after final inspection. Larger buildings take longer. Plan for delay, as the Auditor General found approval times more than four times longer than in 2019.
What is Form ZP-07? Form ZP-07 is the Notice of Completion / Occupancy. It must be filed with SBCA within one month of completing the approved building works, signed by the relevant licensed professional.
Can I buy a flat in Karachi without an occupancy certificate? You can sign papers, but you take on real risk. In 2004, the Sindh High Court held that a buyer cannot acquire ownership of a flat, office or shop from a builder without an occupancy certificate, and that Section 6(2) of the SBCO is mandatory.
What is a provisional occupancy certificate? It applies to public sale buildings that are complete in every respect, where utilities have not been connected despite payment of the utility estimate. Under Regulation 3-2.15.2, it becomes final automatically once utilities are connected.
What if my house deviates from the approved plan? For private residential buildings, Regulation 3-2.4 allows non-violating deviations to be regularised at completion on payment of a composition fee. Structural changes, envelope changes or anything that breaks FAR or setbacks are more serious and may not be regularisable.
Do I need a completion certificate to add a floor later? Yes, in practice. The KB&TPR defines an addition as a structure added after obtaining the occupancy certificate of the building being added to. Without it, a future floor addition starts from an irregular position.
How much does an SBCA completion certificate cost? We have not found a current published fee we can verify, so we do not quote one. Ask SBCA for the applicable fee at filing. The bigger cost is usually correcting deviations, which is why we build exactly to the sanctioned plan.
